Qatar announced some very strict guidelines for visiting fans all around the world. The guidelines were presented in form of a request to the fans to respect the culture and values Qatar stands for. The Qatari Tourism Authority clearly stated their expectation to the fans especially the female fans not to do anything explicit in public.
There will be a dress code in Qatar during the World Cup.

Qatar, being an Islamic country follows some strict dress codes for its people, especially for their women. Qatari women are not allowed to wear any dresses which are short or revealing of any kind.
